Helena Business Improvement District Downtown Master Plan

DOWLING teamed with WGM Engineering to work with stakeholders and the Business Improvement District on a modern master plan for Downtown Helena. Multiple public meetings as well as stakeholder meetings were conducted collecting input for the diverse areas of Downtown Helena. One of the only remaining walking malls in the United States, it anchors the south end of town. Historic Last Chance gulch links the mall to the redeveloping North Last Chance Gulch and the adjacent Great Northern Town Center. Cruse Avenue to the west is a large expanse of asphalt that was intended to be the first phase of an unrealized by-pass around Helena. The master plan forms a basis for future development in the downtown.
